§ 721-63. Gutter Crossings.

  • Except as herein provided, no property owner shall construct or maintain, or permit to be constructed or maintained, on a street abutting the owner's premises, any gutter cover, bridge, plate, pipe or other kind of gutter crossing. In unimproved streets or in streets not improved with curbs and gutters, the director may issue a special permit for the placing of a pipe, if such construction is, in the director's opinion, necessary in order to improve vehicle access to the abutting property. Such special permit shall specify the extent and type of construction permitted.
