§ 721-65. Obstructing Gutters.

No person shall obstruct or permit the obstruction of any gutter so as to impede the passage of water flowing in such gutter in any city street. Wherever a property owner maintains a pipe in the gutter of a street abutting his premises, by virtue of a special permit issued in accordance with Section 721-63, such owner shall at all times keep such pipe free and clear of obstruction.
