§ 721-115. Openings in City Retaining Walls.

No permit shall be issued to any private property owner for the making of an opening or openings in any retaining wall erected by the city along any highway, unless the city engineer shall be satisfied that such opening can be made without danger to the highway protected by it and to other adjoining public or private property.
