Unless permitted by Section 713-3(e)(2) or by 713-5(b) of this chapter or expressly authorized by a permit for the use of Fountain Square
issued in accordance with this chapter and the rules and regulations for the use of
Fountain Square, it is unlawful to sell, barter, offer for sale or display merchandise,
including food, beverages, flowers, or any other merchandise on Fountain Square.
