§ 410-3. Unauthorized Operation.

No person or persons, firm or corporation shall operate a car or cars, locomotive or locomotives, train or trains, or other equipment, on or along railroad tracks on, over or across any public street or public highway in or of the city of Cincinnati without the lawful authority for such operation.
