§ 308-11. Layoffs.

  • Any officer or employee may be laid off at any time by the appointing authority upon recommendation of the head of the department, division or bureau in which the officer or employee is employed:

    (a)

    When, in the opinion of the appointing authority, the funds appropriated for the particular department, division or bureau are insufficient for its work; or

    (b)

    When the work of the particular department, division or bureau is insufficient to justify the continuance of the employment of the persons at that time engaged in any activity or function connected therewith.

    The appointing authority shall be the sole judge of the insufficiency of work or funds.
