After adoption of any such plat, the clerk of council shall transmit a certified copy
thereof to the county recorder of Hamilton county for record; also a certified copy
to the director of city planning. The adoption of any such plat shall not, however,
be deemed the opening or establishment of any street, nor the taking of any land for
street purposes or for public use.
