No person, firm or corporation shall construct or maintain a water meter and pit on
a city street, sidewalk, alley or way without having first applied for permission
from the city manager or his designee, who shall cause an investigation to be made,
and after such investigation, shall either approve or deny such application. Any application
granted shall be subject to all applicable sections of Chapter 718 of the Cincinnati Municipal Code.
