§ 714-48. Rules and Regulations.
The city manager or the city manager's designee is authorized to promulgate rules and regulations to effectuate the provisions and purposes of this chapter, including without limitation, the following: the determination of whether a property is Abandoned as defined by Section 714-1-A; the implementation of a routine maintenance schedule for Abandoned Properties; the implementation of a program enabling Abatement by the city's authorized designee, as outlined in Section 714-46, including determining the cost of authorized designee time and of abatement; an administrative process to contest a determination of Abandonment under Section 714-1-A; a process for administering the waiver or suspension of fines for property susceptible to littering by third parties as outlined in Section 714-40; an opportunity for property owners to re-assert control over Abandoned Properties to avoid ongoing maintenance, assessments and civil penalties by the city; and a policy and a process for property owners seeking to remove their property from the city's abatement program.
