No person shall own, operate, allow or cause to be operated, or have in one's possession
any motor vehicle equipped with a device for emitting flame or smoke or which while
stationary or moving emits from any source any flame or smoke or which permits oil
or any other fluid or chemical to flow into or upon the muffler or exhaust pipe of
such vehicle or which in any other way emits smoke or flame, other than the ordinary
gases emitted by the exhaust of an internal-combustion engine under normal operation.
