§ 502-1. Scope.
The provisions of the traffic code are intended to apply to all traffic and to all operators not specifically excepted, and nothing in the traffic code shall be construed to exempt from its provisions and penalties either:
(a)
Operators of vehicles owned or used in the service of the United States or of the state of Ohio or any subdivision thereof; or
(b)
Persons propelling pushcarts.
Every person riding, driving or leading an animal or animals upon a roadway shall be subject to the provisions of the traffic code applicable to the driver of a vehicle, except those provisions which by their nature can have no application.
All provisions relative to the operating, parking, standing or movement of vehicles, or animals, and to the movement of pedestrians, apply upon all the highways of the city of Cincinnati, except as specifically limited.
