§ 407-167. Accessibility for Passengers Who are Blind or Have Low Vision.

  • (a)

    The standards in this section are not required for a vehicle to meet the definition of an accessible vehicle. These standards are suggested for all public vehicles, not only for accessible vehicles, to ensure accessibility for passengers who are blind or have low vision.

    (b)

    All signs in public vehicles must incorporate raised lettering or symbols that are at least 0.03 inches above the surface of the sign.

    (c)

    Operators or providers of public vehicles must supplement all notices with Braille characters, which must be placed to the left of the raised characters.

    (d)

    All public vehicles must provide a defined color high contrast on the inside and outside of vehicle, including passenger monitor controls, license numbers, complaint information, telephone numbers, and fares. Yellow letters on black background with both upper and lower-case lettering is recommended.

    (e)

    In addition to the above, public vehicles must include the following features to accommodate people who are blind or have low vision:

    (1)

    Enhanced lighting for controls and payment;

    (2)

    High color contrast handles and floor area definition;

    (3)

    Talking meter;

    (4)

    Underfoot tactile indicators; and

    (5)

    Microphone between driver and passenger.
