Whenever the appointing authority has appointed individuals to participate in the
New Careers Program and the city is being reimbursed by the Community Action Commission
for their full salaries, or whenever the city provides comparable training at its
own expense, the appointing authority shall set the pay for such individuals between
a minimum of $1.40 per hour and a maximum of $2 per hour based upon the position for
which the person is training, previous earning capacity and the length of the training
program.
