§ 5. Work Assignments.

The city manager may direct any department to perform work for any other department.

The city manager may assign any employee of the city to any department or office requiring services appropriate to the civil service classification of the employee so assigned.

The director or chief administrative officer of each department may assign any employee of such department to any work or position therein appropriate to the civil service classification of such employee.
