Applications for Certificates of Appropriateness shall be made on such forms and upon
the payment of such fees as may be prescribed by the Historic Conservation Board from
time to time. Each application shall be stamped with the time and date of its original
receipt. Not later than ten (10) business days after receipt of an application, the
applicant shall be notified by e-mail, if an e-mail address is provided, and if not,
by regular mail, of any deficiencies in the application. An application shall be deemed
perfected when all information required by the application form has been submitted
and all fees are paid in full. Additional information may be requested from the applicant
at any time prior to a hearing before the Historic Conservation Board. The effective
date of the application, for all purposes, shall be the date that the application
is perfected, and such date shall be clearly noted on the first page of the application.
The applicant's address set forth on the application shall be the address used by
the City for all purposes herein unless updated in writing to the Historic Conservation
Board by the applicant. If the applicant fails to perfect an application after all
applicable notice and cure periods have run, the application shall be deemed rejected.
