Every owner of any vacant lot within the DD District has the duty to keep the lot
clean, free from garbage, litter, standing water, debris, parked motor vehicles other
than those parked in a lawfully existing parking or loading facility and all things
causing the property to be detrimental to the public health, safety, welfare or to
the aesthetics of the DD District or properties in the vicinity.
