"Automobile holding facility" means a building or ground area used for the parking
of vehicles needing mechanical, body or chassis repair being vehicles not owned by
the person who towed the vehicle or the person who will make the repairs and not involving
the removing of parts, accessories, equipment or sections or portions thereof for
sale to others or the keeping, buying or selling of junked, wrecked, scrapped, ruined
or dismantled motor vehicles.
