Employer means any person, firm, corporation, partnership, association or other entity
engaged in a business or in providing services, who or which has employees, but does
not include the United States, or the state of Ohio, any of its political subdivisions,
except the city of Cincinnati. The term "employer" also does not include the employment
of domestic workers or casual laborers employed at the place of residence of the employer.
"Employer" means that person directly in control of the toxic or hazardous substances
in the workplace.
