If the city manager, on the recommendation of the fire chief, shall determine that
it is feasible for the fire force to render city fire protection in the proposed district,
the city manager shall determine the fire protection fee payable for the period of
one year for the district, which fee shall be equal to 15 mills per dollar on the
total taxable value of the parcels owned by the applicants. The minimum annual fee
for any district shall be $300.
