§ 1215-3. Safe Practices.

  • (A)

    Except as provided in paragraph (D) of this section, all tanks used for the storage of flammable or combustible liquids shall be designed, fabricated, installed and anchored as required by the Cincinnati - Ohio Building Code.

    (B)

    Except as provided in paragraph (D) of this section, all stationary aboveground tanks and all underground tanks shall be completely filled with water, gasoline or other approved liquid and closed before the river water in that vicinity reaches an elevation which will endanger the stability or safety of the tank. Such vicinity and elevation shall be determined by the fire chief. The preparation and filling of such tanks shall be in conformity with the following:

    (1)

    The rate of filling shall be at least equal to the rate of rise of the floodwaters or the established average potential rate of rise;

    (2)

    Sufficient fuel to operate the water or produce pumps shall be available at all times to insure adequate power to fill all tankage;

    (3)

    All valves on connecting pipelines shall be closed and locked in closed position when loading has been completed;

    (4)

    All vent pipes and discharge lines, where in danger of floating objects, shall be disconnected and capped at the ground level or lower.

    (C)

    Except as provided in paragraph (D) of this section, all floating tanks shall be completely filled with water, gasoline or other approved liquid before the river water in that vicinity reaches an elevation which will endanger the stability or safety of the tanks. Such vicinity and elevation shall be determined by the fire chief. The preparation and filling of such tanks shall be in conformity with the following:

    (1)

    The rate of filling shall be at least equal to the rise of the floodwaters or the established average potential rate of rise;

    (2)

    Sufficient fuel to operate the water or produce pumps shall be available at all times to insure adequate power to all tankage;

    (3)

    Where structural guides are provided for the protection of floating tanks, all rigid connections between tanks and pipelines shall be disconnected and blanked off or blinded before the floodwaters reach the bottom of the tank, unless control valves and their connections to the tank are of a type designed to prevent breakage between the valve and the tank;

    (4)

    All valves attached to tanks other than those used in connection with water-loading operations shall be closed and locked;

    (5)

    If a tank is equipped with a swing line, the swing pipe shall be raised to and secured at its highest position.

    (D)

    Except as provided in paragraph (E) of this section, the provisions of Sections CFPC 1215-1 through CFPC 1215-7 shall not apply to the area behind the barrier dam which is protected from a flood of the Ohio River between a 52-foot and an 83-foot stage.

    (E)

    In areas behind the barrier dam, where the fire chief determines that such tanks may be subject to flash floods and in danger of the forces due to such flash floods, tanks shall be protected in the manner required by Sections CFPC 1215-1 through CFPC 1215-7.
