§ 1107-05. Certificates of Inspection and Operation.

  • (a)

    No person shall operate or permit the operation of an elevator without first obtaining a certificate of inspection and operation or a limited certificate of inspection and operation.

    (b)

    The director has the responsibility to conduct all tests and inspections necessary to determine that the construction, installation, or alteration of an elevator for which a permit has been issued, including its weights, guides, supports, safety devices, and machinery connected therewith, complies with the requirements of this Chapter, the CBC, the OBC, and the standards incorporated by Section 1107-21.

    (c)

    The director shall issue a certificate of inspection and operation upon determining that an elevator is safe for operation and complies with the requirements of this Chapter, the CBC, the OBC, and the standards incorporated by Section 1107-21. A certificate of inspection and operation shall permit the ongoing operation of the elevator, subject to periodic inspections as required by Section 1107-13.

    (d)

    The director may issue a limited certificate of inspection and operation authorizing the use of an elevator during a period of construction, installation, or alteration of a building or structure requiring use of the elevator, subject to any conditions and limitations the director deems necessary to ensure the safe operation of the elevator. Any person permitted to operate the elevator during this period of construction, installation, or alteration must be a contractor registered pursuant to Chapter 1106 of the CBC and must provide the director with proof of liability insurance as required by Chapter 1106 of the CBC.

    (e)

    The director may impose specific conditions on the issuance of a certificate of inspection and operation or a temporary certification of inspection when necessary to ensure an elevator's safe operation or to otherwise provide for the safety, health, and general welfare of a building's occupants or the general public.
