Whenever the director of buildings and inspections finds an outdoor advertising sign
displayed in violation of any provision of this chapter, the director has the duty
to send a notice of violation to the holder of the outdoor advertising sign permit
for the sign or, if an outdoor advertising sign permit for the sign has not been issued,
to the owner of the property where the sign is being displayed.
If the director does not receive an application for renewal of every outdoor advertising
permit within the time prescribed by § 895-19 from a person to whom an outdoor advertising permit has been issued for a outdoor
advertising sign being maintained and displayed, the director has the duty to send
a notice of violation to the permit holder.
