"Person" shall mean the city of Cincinnati, any individual, corporation, firm, partnership,
association, organization, university, school, or agent thereof, or any other group
acting as a unit as well as individually, and shall also mean an executor, administrator,
trustee, receiver or other representative appointed according to law.
