"Second-hand dealer" shall mean any person who purchases, sells, exchanges or receives
second-hand articles of any kind other than a scrap metal dealer as defined by Ohio
Revised Code (R.C.) Section 4737.04, a dealer in precious metals as defined by R.C.
Section 4737.011, or a dealer of special purchase articles as defined by the R.C.
Section 4737.04, scrap iron, and scrap metal.
