"Itinerant vendor" shall mean and include any person, firm or corporation, except
any person peddling shopping bags in a city market pursuant to a permit issued by
the market manager, and except peddlers on the street from vehicles or door-to-door,
who engages in or conducts, either as principal or agent, in the City of Cincinnati,
a temporary or transient business buying or selling goods, wares, merchandise, food,
confectionery or drink with the intention of continuing such business in any one place
for a period of not more than 120 days.
