§ 727-3-B. Blight Abatement Plan.

  • "Blight abatement plan" shall mean a plan adopted by council with the following elements:

    (1)

    A determination that the property is a blighted property, the specific criteria supporting the determination, and a finding that the blighted property in its existing state poses a threat to the public health, safety or welfare.

    (2)

    A determination that it is necessary to acquire the property in order to eliminate blight, prevent recurrence of blight and further the purposes of this chapter.

    (3)

    A plan for property acquisition, authorizing the city manager to:

    (a)

    Acquire the property by purchase; or

    (b)

    Acquire the property by eminent domain, pursuant to Ohio Revised Code chapter 163.

    (4)

    The specific method of blight remediation. The council shall determine which of the following is appropriate:

    (a)

    Demolition of the structure or improvement;

    (b)

    Rehabilitation of the structure or improvement;

    (c)

    Any other proposal that will remediate the blight by addressing the specific criteria identified by council that supports the determination that the property is a blighted property.

    (5)

    A statement of intent regarding property disposition.
