A "Public Improvement" means any construction, reconstruction, improvement, enlargement,
alteration, or repair of a building, highway, drainage system, water system, road,
street, sidewalk, sidewalk area, alley, sewer, ditch, sewage disposal plant, water
works, and all other structures or works of any nature by a public authority. Public
improvements include, without limitation, street improvements that enable the public
use of the city's street network by both automobile and public non-automobile modes
of transportation (e.g., transportation by pedestrian way, bicycle, public bus, or
public streetcar).
