The director shall have on file the specifications regulating the manner in which
a sidewalk repair or construction is to be done. Upon notice of the completion of
any sidewalk construction or repair, the city engineer shall make an inspection of
the work. If, in the judgment of the city engineer, the work is unsatisfactory, notice
of such fact shall be served, by mail or otherwise on the contractor and the property
owner, and the contractor shall be ordered to relay or repair the work according to
specifications.
