The city manager is authorized to sign contracts or agreements providing for the use
and rental of the Convention Center, as well as contracts or agreements for the purchase
of all supplies, materials, equipment and nonprofessional services required for the
management of the Convention Center. The city manager may designate a city official,
or an agent of the city, to enter into such contracts on his behalf.
