§ 604-13. Rat-Proofing by the Board of Health.

  • The board of health shall be authorized to undertake the rat-proofing of any improved real estate premises with its own forces. Application for such rat-proofing service shall be made to the board of health by the owner of the premises or an authorized agent and shall be accompanied by a preliminary fee of $6.50.

    If the application is accepted, the proper officer of the board of health shall cause an inspection to be made of the premises applied for, to determine the cost of making such premises rat-proofed by preventing ingress of rats from without, through proper construction or repair, and by exterminating rats within such premises by means of trapping and poisoning. After such examination, the health commissioner shall estimate the actual cost necessary for material and services to rat-proof the premises and shall offer to make the required rat-proofing for the amount of such estimate plus a 20 percent charge for overhead. If the property owner shall desire the health commissioner to proceed with the proposed rat-proofing, the owner shall pay the estimated amount of cost plus 20 percent to the city treasurer to the credit of the rat control fund and the health commissioner through inspectors and employees shall cause the work of rat-proofing to be consummated.

    If the actual cost for materials and service to the city is less than the estimate furnished to the property owner, the difference shall be refunded with the proportionate amount of the overhead.
