§ 414-25. Appeals.

Any Valet Parking Business, or an affected business owner or resident, aggrieved by any decision of the Valet Parking Board with respect to the issuance or denial of a valet license, may appeal to the city manager by filing a notice of appeal with the city manager within 15 days after such issuance or denial. The city manager, or a person designated by the city manager, may affirm, modify, or set aside the findings of the Valet Parking Board. The findings of the city manager or designee shall be final and conclusive. Whether to conduct a public hearing on the appeal, or whether to determine the merits of the appeal based on the record presented, is within the sole discretion of the city manager.
