When the director shall have refused, suspended or revoked a license provided for
in this chapter, the applicant or licensee may appeal within 10 days after such refusal,
suspension or revocation, by filing with the director and city manager a written notice
of appeal. The city manager or person designated by the city manager, upon hearing
such appeal, may either affirm, modify, or set aside the findings of the director.
