§ 406-17. Certificate to Issue Only After Investigation.

Certificates of authority under Sections 406-5, 406-9, 406-13 and 406-15, and permits under Sections 406-7, 406-13 and 406-15 shall be granted only after the director has investigated the conditions and has made a finding that the public convenience and necessity require the operation applied for.
