§ 402-2. Licensed Aircraft and Aviators.
Only aircraft and aviators licensed by the Federal Aviation Agency of the United States shall be permitted to operate over or within the jurisdiction of the city of Cincinnati; provided, however, that this restriction shall not apply to aircraft and aviators of the federal government, or of the territory or possession thereof, or of any state, or of a political subdivision thereof, or to aircraft licensed by a foreign country, with which the United States has a reciprocal agreement covering the operation of such licensed aircraft and aviators.
