Except where otherwise indicated, or where prohibited by federal, state, or local
law or the terms of federal or state grants, this Chapter 325 Equal Employment Opportunity Program of the Cincinnati Municipal Code shall apply
to all non-construction contracts entered into by the City, its boards or commissions,
in which the City expends more than $5,000.00. Any reference to "city" in this chapter
includes the city's boards and commissions.
