"Hispanic-American" means a U.S. citizen or lawfully admitted permanent resident whose
ancestry originates from Mexico, Puerto Rico, Cuba, the Dominican Republic, Central
America, South America, Spain, Portugal, or other Spanish or Portuguese culture, regardless
of race.
