§ 311-109. Public Hearings on Modifications to This Chapter.

Not less than seven (7) days before the adoption by the city council of any ordinance
adopting, amending or repealing any provision of this chapter, a public hearing shall
be held by the council or a committee of the council designated by the council. Notice
of the time and place of the public hearing and the text of the proposed modification
to this chapter shall be published in the City Bulletin for two (2) consecutive weeks
within the thirty-day period immediately preceding the public hearing. The council,
after having conducted or reviewed the substance of the public hearing, may adopt,
amend or repeal any provision of this chapter.
In the event that any provision of this chapter is modified by operation of law or
is declared to be unconstitutional, the modification of the provisions of this chapter
to conform to the requirements of law or judicial decision shall not be subject to
the public hearing requirement set forth in this section.
