§ 308-77. Employee Awards System.

  • The city manager is authorized to institute an employee awards system designed to encourage all city employees to submit suggestions that will reduce the costs, or improve the quality of municipal services, in accordance with the provisions of this section, and shall promulgate supplemental rules and regulations for the implementation of the awards program.

    (a)

    All city employees shall be eligible to submit suggestions and receive awards if such suggestions are not within the scope of their assigned duties and responsibilities. For suggestions that fall within an employee's normal duties and responsibilities, awards may be granted if such suggestions are significant and beyond normal performance expectations. The rules and regulations shall provide the criteria for determining the eligibility for award consideration of both the suggestion and the responsible employee.

    (b)

    The rules and regulations shall provide reasonable standards for determining the amount, not to exceed $1,000, of any award that may be given for a suggestion. All suggestions become the property of the city of Cincinnati when submitted, and their use by the city shall not form a basis of a claim against the city of Cincinnati.

    (c)

    The rules and regulations shall further provide for the review of each suggestion and the subsequent recommendation to the city manager of the amount of the award, if any, to be given. The decision of the city manager as to the amount of any award is final and not appealable. Nothing herein shall require the city manager to confer such award in any year.
