§ 306-51. Citizens Committee on Youth, Neighborhood Youth Corps.

  • The city manager is authorized to enter into an agreement with the Citizens Committee on Youth providing for services to be rendered by the enrollees of the Neighborhood Youth Corps Work Training Program to the City of Cincinnati, its agencies, boards and commissions, upon such terms as council shall, in each case, approve.

    (a)

    Personnel employed by the Citizens Committee on Youth in the Neighborhood Youth Corps Work Training Program and providing services to agencies of the City of Cincinnati, shall not be construed as an employee in the classified or unclassified services of the City of Cincinnati, and furthermore, no benefits, rights, or seniority credits shall accrue from enrollment in said program to the enrolled in case of subsequent appointment by the City of Cincinnati in its classified or unclassified services. For the purpose of handling funds of the Citizens Committee on Youth, there is hereby established the Federal Youth Training Fund, Account No. 53-21.

    (b)

    The city manager, the board of park commissioners, and the recreation commission are hereby authorized to furnish to the Citizens Committee on Youth, certain facilities owned by the City of Cincinnati, including but not limited to hand tools, fixtures and equipment, and the services of certain city employees, as the same may be available, as determined by the city manager, the board of park commissioners and the recreation commission. Such facilities and equipment and supportive services of said employees, shall be furnished on a cost basis, and credited as a non-cash contribution and supportive service from the City of Cincinnati to the Furtherance of the Neighborhood Youth Corps Work Training Program carried on by the Citizen Committee on Youth in the Cincinnati area, as approved and funded by the Office of Economic Opportunity.

    (c)

    The director of finance of the City of Cincinnati is authorized to act as disbursing agent for the Citizens Committee on Youth in the accomplishment of Neighborhood Youth Corps Work Training Program as such program relates to service provided to the City of Cincinnati by enrollees of said program.

    (d)

    It is the intent of city council that facilities and services which the city manager, the board of park commissioners and the recreation commission are hereby authorized to furnish to the Citizens Committee on Youth be such facilities and services as fully qualify as a non-federal contribution to the Neighborhood Youth Corps Work Training Program as provided for in Public Law No. 88-452, and that the value of such facilities and services shall constitute the City of Cincinnati's contribution to the program as provided for in Public Law No. 88-452.
