§ 1. Purpose.

The purpose of this article shall be to better define and authorize actions and procedures to be taken by the city manager, the mayor, and other officers of the city of Cincinnati in time of public danger or emergency. Nothing herein shall be interpreted as limiting the authority of the mayor or city manager to take any appropriate action in time of public danger or emergency which such officer is authorized to take under any other provision of the Cincinnati Municipal Code, the city charter, the statutes or constitution of the state of Ohio, or the laws and constitution of the United States of America.
