§ 5. Director of Recreation.

  • The public recreation commission shall appoint a director of recreation and such supervisors, instructors, clerks and other employees as shall be provided for by ordinance. The director of recreation shall be the secretary and chief administrative officer of the commission and shall be responsible to the commission for the direction and development of the recreational and other activities under its jurisdiction. The director shall have authority to contract for the services of umpires, referees, special directors and instructors, musicians, accompanists, and other persons to perform special and occasional duties. The director shall arrange for the use and maintenance of playgrounds, athletic fields, assembly halls or other quarters needed for community or recreational work; direct the preparation of programs of activities, including festivals, pageants, tournaments and contests; oversee the organization of clubs, teams, leagues and other groups; devise publicity for recreational programs; approve payrolls, vouchers, requisitions and contracts of the commission; assign workers to particular recreational duties; confer and negotiate with park and school board officials relative to the coordination of recreational work; prepare reports and make recommendations to the commission relative to the recreational program; administer cultural activities including the city's allocation for the arts; and perform such other related duties as may be assigned by ordinance.
