§ 19. Income Tax Bureau.

There is hereby created a bureau to be known as the income tax bureau within the department of finance. The city manager shall appoint a tax commissioner who shall be the principal officer in the income tax bureau. The city manager shall also appoint a chief tax examiner who shall be deputy tax commissioner. The city manager may appoint in the employment classifications established by ordinance such other persons to the income tax bureau as may be necessary for the proper administration and enforcement of city income taxes heretofore or hereafter levied. The tax commissioner shall perform all the duties assigned by ordinances of council, by the city manager, and by the director of finance.
