Rule 2. - Permits.

All permits issued by the director of recreation for use of commission property, shall be subject to these rules and regulations, and the person or persons to whom such permits are issued shall be bound by these rules and regulations as fully as if the same were set forth in such permits and shall be liable for any loss, damage, or injury caused through use of said permit.
