Rule 1. - Public Meetings.

The use of properties and facilities under the jurisdiction of the commission customarily used for community services and assembly shall be equally available to all lawful organizations for civic, educational, and political assembly and discussion at such times as will not impair municipal services furnished therein and for such rental as will not impair municipal services furnished therein and for such rental as will defray reasonable expenses involved in such use; provided that such meetings shall be open to the public without admission charge.
