In case of the absence of the Mayor, the Vice-Mayor and the President Pro Tem at any
meeting of Council, the Clerk of Council shall call the Council to order and call
the roll of the Members. If a quorum is present, the Members present shall select,
by a majority vote, a Presiding Officer of the meeting to act until the Mayor, Vice-Mayor
or President Pro Tem appears.
In case of the absence of the Chair and the Vice Chair at any meeting of a Committee,
the Clerk of Council shall call the Committee to order and call the roll of the Members
of the Committee. If a quorum is present, the Members present shall select, by a majority
vote, a Presiding Officer of the meeting to act until the Chair or Vice Chair appears.
