§ 10.12. Limitation of Debate.
For Committee meetings, no Member shall be allowed to speak more than once on any one subject until every other Member choosing to speak thereon shall have spoken. No Member may speak on any subject more than five minutes at one time. The one primary maker of the motion shall have the right to make a final two-minute summation before the vote. There shall be no remarks on a subject once the matter has been acted upon. The Presiding Officer shall indicate when the speaker is approaching the end of his or her allotted time and when his or her time has ended. The Presiding Officer has the authority to limit debate in his or her reasonable discretion after each Committee Member has been given the opportunity to speak.
