After a rule has been duly established and published by the Civil Service Commission, no person shall make an appointment to an office or select a person from employment contrary to such rule, or willfully refuse or neglect to comply with or conform to such rules, or willfully violate any of such rules unless superseded by provisions of Ohio Revised Code Section 4117 or court orders.
