§ 12. Examination Monitor.

No persons other than authorized members of the Commission's staff or, in the case of the Board of Education, authorized members of the Civil Service Personnel Office staff, or other persons approved by the Commission or Secretary, shall act as monitors or spectators while an examination is being conducted.
