§ 00077-7. Septage Haulers.

  • A.

    No person shall perform the services of a "Septage Hauler" unless he/she holds a current HSTS Septage Hauler Registration issued by the Cincinnati Board of Health.

    B.

    The application for registration and for renewal of registration shall be in writing on a form provided by the Cincinnati Board of Health and shall contain all pertinent information as required by the Board of Health. The Board of Health may establish by resolution a registration fee and such fee shall accompany the application.

    C.

    A registered septage hauler shall provide proof of compliance with any training, qualification, or certification conditions, as set forth in Chapter 3701 of the Ohio Administrative Code, and shall comply with any instructions accompanying a registration or permit issued by the Board of Health.

    D.

    In addition to the general "HSTS Septage Hauler Registration", "Septage Haulers" shall obtain a Septage Hauler Vehicle Registration from the Cincinnati Board of Health for each vehicle used to haul septage. "Septage Haulers" shall also report tank capacity for each vehicle, and allow each vehicle and its equipment to be inspected.

    The applicant shall demonstrate the following before being registered:

    1)

    That each vehicle tank is leak-proof, has a minimum capacity of 1,000 gallons, and is in good condition.

    2)

    That the pumping equipment is capable of removing the accumulated sludge from a sewage tank.

    3)

    That the applicant has access to acceptable locations for the disposal of transported sewage and has made acceptable arrangements for the safe handling of the sewage during the emptying of the vehicle tank.

    4)

    That the company name or logo in characters at least three inches high be displayed on both sides of each truck cab or vehicle tank.

    5)

    That the applicant has the ability to completely clean out all septic tank compartments and filters.

    E.

    Upon approval of an application for registration, the Septage Hauler shall post a surety bond of not less than twenty-five thousand dollars with the City of Cincinnati Health Department. The amount of the bond may be determined from time to time by resolution of the Board of Health. Acceptance of the bond shall be contingent upon the registrant's faithful compliance with the household sewage treatment regulations and standards included in Chapter 3701 of the Ohio Administrative Code, and any other approved manuals as they may from time to time be amended and shall be conditioned upon the faithful performance of all work undertaken for the cleaning of HSTS. Such bond shall be submitted to the City of Cincinnati Health Department.

    F.

    Each and every registrant shall maintain and submit to the Board of Health such data and records as may be required for determining compliance with the requirements in Chapter 3701 of the Ohio Administrative Code.

    G.

    Every registration certificate and permit shall expire on December 31 of each year, irrespective of the date of issuance, and shall not be transferable.
